A couple of months ago, I got another call from Uber Help with the same "wheelchair" message, and he tried to sign me up for am Uber Pro card, which had recently been announced on the app and online. I've had wheelchair issues before, so I thought it was legit. But, I told the scammer that I didn't want or need a debit card.
Uber acts as it's just a service to drivers, handles all the paperwork and payments, so perhaps you'll likely have to go after the customer to get paid. Most likely that customer won't get another trip from Uber until they pay the first one.
